On a 2017 model I can't physically fit it on to the OBD port.

On a 2015 model, it fits on fine, but isn't receiving any power and isn't pulling any data. (So, from a full charge, it eventually just dies.)

I had heard that ford do things a little different, but maybe I'm doing something else wrong.

Hello.

If our device does not fit - means vehicle has NON standard OBD II connection port.
Or are you sure you are using OBD II port @ vehicle?

Now why it does not provide power to device connected to OBD II socket - this is strange. Since i think all vehicles with OBD II socket should have same pinout.

Pin16 - should be battery power.

pins 4/5 - ground

more info @ ford: http://pinoutguide.com/CarElectronics/ford_obd_2_pinout.shtml

more info @ FMB0 pinout: https://wiki.teltonika.lt/view/FMB001_First_Start -> pinout.

So you should check your vehicle basically. It should be providing battery power to correct pin16 and grounds @ 4/5 pins.
