Because currently i dont see any log attached to this post of yours.
Codec8/codec8extended - these are used for records sending to server.
Codec12 - is used for GPRS commands exchange between FMB <-> server.
Codec13 - used for sending buffered packets which device stores into records. When it receives such packets over RS232 for example.
Codec16 - is used only in FM63/FMB64 i think. It's not used in FMBXXX family devices atleast for sure.

[AA] all FMBXXX devices support codec12 (gprs messages exchange) between device <-> server.
As we have gathered form the Table 1. FM firmware requirement, it seems that the device can only receive commands via SMS. Is this correct?
[AA] No, device can receive messages via SMS/GPRS/serial.
How can we determine which devices from your range of models support what type of command delivery?
[AA] All teltonika devices support codec8 (records) and codec12 gprs commands. Now for specific gprs commands per device family - you could contact teltonika sales representatives.

[AA] I dont really know why our support made so many pages:

But in general all of these pages - should be the same. Because FW is the same and supported commands are the same. Just newer FW versions might have more commands available.
Also please exclude FMB64 commands list - from general FMBXXX family devices. Because FMB64X - is not FMBXXX family device.
Why? Because FMB64 uses different FW, while all FMBXXX (FMB0,FMB1,FMB2,FMB9,FMT1,MTB,TMT,GH) devices - use the same FW base (atleast for now).

There are some commands for OBD, LVCAN control. But they generally are for informational purposes, ie device sends some information to server. Like OBD fault codes, or VIN info etc.
There are ofcourse some control commands, like you can configure LVCAN program number, or clear DTC and similar.
