If you have enabled and implemented Codec12 (
https://wiki.teltonika-gps.com/view/Teltonika_Data_Sending_Protocols#Codec_12), then you may try the GPRS command to change the IP address and port:
For server settings:
setparam 2004:yourserverdomain;2005:yourport
For the second/backup server duplication:
setparam 2010:2;2007:yoursecondserverdomain;2008:yoursecondport
