I have 2x FMB204, one has fairly recent firmware (03.25.15 Rev01), the other is older and on 03.18.16 Rev00.

As these devices are buried in vehicles and as a result are not readily accessible, i administer them via bluetooth - very successfully.

However, i would like to bring to older one up the the same version of firmware as the other. Is it feasible to do this over bluetooth, or is USB or FOTA the only way? (I don't have FOTA access)

Yes, it is completely safe and should work just as well as if it were a USB cable connected to the device.

You should not have any problems updating firmware over bluetooth.
