The record priority does not impact how often the records will be sent, rather it controls the conditions on when the record should be sent:
Regular packets are sent as Low priority records( the interval is defined in the data acquisition section). When low priority event is triggered, FMB640 makes additional record with indication that the reason for that was I/O element change (depends from Operand configuration). When High priority is selected, module makes additional record with high priority flag and sends event packet immediately to the server by GPRS. Panic priority triggers same actions as high priority, but if GPRS fails, it sends AVL packet using SMS data sending mode if SMS data sending is enabled and data send number is written in SMS \ Call Settings.
You have mentioned that "The Analog input is very sensitive and generates a lot of events and GPRS data traffic.", the record will be sent only if the voltage range was exceeded (on exit), so any additional records are created by the voltage your sensor inputs, would you mind monitoring the values and inspect if your range is appropriate.
Also, in the end you mentioned "The problem is that the priority role does not works and event is sending with next generated event , but time of the next event could be for example after 30 minutes.". When panic priority is selected the event will be generated and sent instantly as mentioned before. Are you sure that no records were sent when the event was generated.
Also we can see that the average constant is selected as 1, if the value is very close to 3 V for example, the low average constant may cause the exit and entering to the range, because it will have a low input medium of the value, if this is the cause of the issue, please increase the value of average constant to 20-30.
