Unfortunately, it is not possible to make an instant notification once the SIM card is removed, since the device does not have a way to send information and can not connects to the server.
However, the records can still be generated and stored on the device's Flash memory, and once a SIM card is inserted again, you can monitor the I/O parameter GSM Cell ID - AVL ID 205 to know when the SIM card was removed.
