Or is do the vehicle need to support FMS?

Generally YES

Because FMB640 supports 2 CAN BUS lines for J1939 BUS

And the FMS is based  according SAE J1939

Of course, the FMS must be active in the vehicle

Why does the vehicle need to support FMS? Is it not enough that the vehicle support only J1939 standard? Or what do you mean that FMS must be active? We know alot of vehicles with J1939 standard without FMS. FMS as we understand is mostly used by trucks (Volvo, Scania etc.).

Ok I understand. But it does not say if the vehicle "must" support FMS. Or if it is enough with J1939.

If vehicle does not support FMS. CAN ID and data mask can be provided by vehicle manufacturer.
