I'm looking at the docs for TLS encryption configs

Point 6 tells to upload root cert to device and gave an illustration below.

However in my Configurator 1.6.4 section to upload a cert is not present, see image below.

Where do I have to upload certificate?

For this, you will need to use the firmware that begins from FW03.27.XX and the latest configurator. We would like to inform you that we do not share firmware files/updater and other files in the community forum.
