can i use the arduino sensor and send the data to teltonika fmb640 via serial communication and send the sensor data to the server ?

Good day. Thank you for your question.

We can send the Serial data over the RS232/485 interfaces. Please refer to our Wiki page for the testing instructions, here - https://wiki.teltonika-gps.com/view/FM6_Testing_RS-232_and_RS-485_TCP_Link_Mode

can it receive text data from the serial then the data is continued to the server?

Good day. Thank you for your reply.

 If you use Buffered mode, then the device will save to its memory and send it once the connection is available and the data will still be sent in packets. If TCP ASCII is used device waits for the "End line" sign, and then it sends the data to the server.
