Please check on your configuration, if the Record saving/sending without TS (Configurator > System) was set as either After Time Sync or After Position Fix in which there must be a time synchronization or both time synchronization and position fix before the records are sent to the server.
If you are still facing issue, please reach out to us via VIP Helpdesk or contact your Sales Manager as we would like to analyze it. If you don't have any contacts with our Sales managers, please contact them on our official website https://teltonika-gps.com/
