If you are talking about AVL 237 Network type I/O in FMC130, parameter number for this setting is 50650.

To set Low Priority use setparam command: setparam 50650:1

other possibilities:

setparam 50650:0 - None priority

setparam 50650:2 - High priority

setparam 50650:3 - Panic priority
