can i send gprs commands via my web browser (pc)? (gprs) etc:change apn or change port ?

Yes, it is possible to send GPRS commands from your platform (installed on your PC). Please see below on the SMS command structure (for FMB120):

With login and password : <login><space><password><space>setparam 2001:yourAPN;2005:yourPORT

Without login and password : <space><space>setparam 2001:yourAPN;2005:yourPORT

If you are sending via the GPRS command then you may skip the login, password, and <space>.
