There is a very economical options for SIM cards which support 3G/4G but not SMS reception/sending.

Is it possible to use FMC130 or FMU130 or similar for vehicle tracking with a SIM which does not support SMS ? What are the drawbacks/lost functionality?

Hi

Yes, you can use the SIM cards in Teltonika devices without the sms functionality.

You can't change the configuration settings remotely by sending sms and you will not get device status information by sms, these are  the only draw back.
