You schould use setparam SMS/GPRS command:

avaible parameters and its values are avaible at Wiki page:

for FMB640:

For example to set Fota Web status to enable send: setparam 13003 1

To check parameter value, send getparam command, for example getparam 13003

Fota Web setings parameters:

To check if your device is avaible to connect with Fota Web server send web_connect command and check in Fota Web when was the last login.

Press the blue icon next to your device:

and check last login date:
